Council adopts staff positions on state bills including wildfire insurance, housing and e-bike measures

City staff presented a legislative and regulatory update July 1 and the council adopted staff recommendations on a slate of state bills that staff said could affect Lake Forest.
Assistant to the City Manager Nydia Ruelas outlined staff recommendations by issue area. Staff recommended support for AB 226 (authorization for bond issuance to support the California FAIR Plan), AB 609 (targeted CEQA reforms to exempt some infill housing), AB 609-related measures, and a set of bills addressing recovery-housing complaint timelines and notifications (SB 35, SB 329, AB 424, AB 492). Staff recommended opposing AB 874 (which would require waiver of mitigation fees for projects that include affordable housing) and AB 1206 (which would require plan-preapproval programs and ministerial approvals that staff said would reduce local control). Staff also recommended support for three e-bike safety measures (AB 544, AB 545 and AB 965) addressing reflectors, prohibition of speed-modifying apps and age limits for Class 3 bikes.
Council members asked for a post-session scorecard showing which items passed and how representatives voted; staff agreed to provide follow-up reporting after legislative deadlines. The council adopted staff's recommendations by motion; the vote passed 3-0 with two members absent. Councilmembers asked staff to return with final dispositions after the end of the legislative session.
