County to post notice for transfer of four road segments to Grants Pass

The Josephine County Board of Commissioners directed staff to begin the legal notice process for transferring jurisdiction of four road segments to the City of Grants Pass and to schedule a public hearing for mid-August.
Public Works representative described the four segments: Highland Avenue (from Cook to Vine), the top end of Tenth Street near Hillcrest, Willow Lane (near Redwood), and Denton Trail. Staff said the county's 1998 transfer agreement requires that collector or arterial streets be built to city standards before transfer; the three collector streets already meet those standards and the city agreed to accept them. Denton Trail was added to the city's request after initial discussions.
County staff told commissioners the transfer would be cost-neutral to the county because the streets are already built to city standards and will fall under city maintenance regimes (curb, gutter, sidewalks, street sweepers). Commissioners noted the legal requirement to post the transfer for a full month and hold a public hearing; staff said notices must be posted for a month prior to the hearing. The board agreed "without objection" to proceed with posting the required notice next week and to schedule the hearing in mid-August, leaving final transfer contingent on the city's acceptance and the public hearing outcome.
Public Works also said Beacon Drive had been previously rejected by the city under the 1998 agreement and therefore will not be included.
