Council adopts general-plan amendment aligning with Orange County arterial plan; two El Toro Road segments downgraded

The Lake Forest City Council unanimously adopted a general-plan amendment on July 1 to modify the mobility network figure in the city's general plan to align with amendments to the Orange County Master Plan of Arterial Highways.
Senior Planner Jennifer Manser told the council the Orange County Transportation Authority reviewed county proposals and found 2050 traffic forecasts did not warrant future widening for certain segments of El Toro Road and Santiago Canyon Road that traverse multiple jurisdictions. "The revisions to the map would modify these two sections of El Toro Road from a 6-lane major arterial to a 4- to 5-lane primary arterial," Manser said, adding the change reflects the roadway's current built configuration.
Manser said the amendment was reviewed and recommended for approval by the Planning Commission on June 5 and that OCTA's approval of the county's amendments was contingent on affected jurisdictions updating their general plans. The council closed the public hearing, moved to adopt staff's recommendation and the motion passed 3-0 with Council Member Yu and the mayor pro tem absent.
The change updates the city's mobility network map (Figure M-1) and is intended to coordinate Lake Forest's plan with the countywide arterial plan maintained by OCTA.
