Madera County board approves closeout of CDBG-CV2 rapid rehousing grant for Rescue Mission units

The Madera County Board of Supervisors on July 1 approved the closeout of a Community Development Block Grant (CDBG-CV2) rapid rehousing award that funded six manufactured modular housing units at the Madera Rescue Mission.
The approval, which passed by voice roll call 4-0, authorized county staff to submit the grant closeout to the California Department of Housing and Community Development. The action follows completion of construction and expenditure of awarded funds.
County administration staff said the county received a total of $1,441,142 for the project, including an original award of $843,595 in 2021 and an additional $597,547 in September 2024. A time extension granted in September 2024 extended the performance period through March 2025 and allowed project completion within the grant term.
Tristan Shamp of county administration told the board the units provide low-barrier triage housing for unhoused residents who do not have serious addiction or mental-health issues and that the Madera Rescue Mission is currently serving about 16 individuals in the new triage units. The Madera Rescue Mission will retain ownership, maintenance and operation of the units for a minimum of eight years per the ownership agreement and memorandum of understanding signed with the county in 2021.
Community Action Partnership of Madera County will assign a housing caseworker to provide ongoing case management and supportive services at the site, county staff said. Staff also said all awarded grant funds were expended during the project period and that the project met HUD’s national objective for construction of homeless facilities (as described by staff).
Board members made no changes to the staff recommendation and voted to approve the closeout and submittal. The motion was made and seconded on the dais; the clerk recorded affirmative votes from Supervisor Wam Hahn, Supervisor Rogers, Supervisor McCauley and Chair Gonzales.
The board did not identify any outstanding funding obligations tied to the grant; staff said the Rescue Mission will continue operating the site under the existing MOU and agreements.
