At its July 1 meeting Bullhead City Council took a series of formal actions. All recorded motions listed below passed by unanimous recorded votes (6-0) unless otherwise noted.
• Waive reading of ordinances and resolutions to be adopted at the meeting — motion carried (6-0).
• Approve consent agenda items 1–4 — motion carried (6-0).
• Approve item 5 (street lighting district improvements) — council member asked for clarification that the $65,000 charge applies only to street-lighting districts within Bullhead City and that water districts listed in Exhibit A are not in the city; motion to approve carried (6-0).
• Appoint Bruce Henderson to the Bullhead City Building Board of Appeals (full term) — motion carried (6-0).
• Appoint Enrique Reyna to the Bullhead City Building Board of Appeals (partial term) — motion carried (6-0).
• Approve purchase of seven 2025 Ford Utility SSV Expeditions from Phil Long Dealerships (Educational Services Cooperative quote) for $432,103.31 to be used by the Police Department; authorized the city manager to issue payments — motion carried (6-0). Staff noted the vehicles carry standard factory warranties (3 years/36,000 miles bumper-to-bumper; 5 years/100,000 miles powertrain).
• Ratify issuance of a notice to proceed and authorize payment for seven APX 8500 radios under quote dated 06/04/2025 in the amount of $65,383.87 — motion carried (6-0).
• Ratify the city manager’s execution of Baker Tilly US LLP engagement letter for professional auditing services for fiscal year ending 2025 in an amount not to exceed $77,405 — motion carried (6-0).
• Adopt Resolution No. 2025R-31 approving an intergovernmental agreement between Bullhead City and Clark County for an animal drop-off location; staff said Clark County reimburses the city for costs when used — motion carried (6-0).
• Adopt Resolution No. 2025R-32 to set a public hearing on proposed water and sewer rate structures for Sept. 2, 2025, at 5:30 p.m. (see separate article for details) — motion carried (6-0).
• Set a special council meeting for 10 a.m. Tuesday, July 8, 2025, to hear and interview council-seat candidates and scheduled seating of the new council member and election of mayor and vice mayor for the July 15 regular meeting — motion carried (6-0). The clerk read the names of the ten applicants and the council established the interview order by drawing.
