Bullhead City Council adopted a resolution to set a public hearing on proposed water and sewer rate structures and to issue a notice of intent. The council set the hearing for 5:30 p.m. on Tuesday, Sept. 2, 2025, and approved the city’s accompanying public-notice procedures.
Assistant City Manager Eddie Kucera described staff work on a proposed rate structure and on a utilities-assistance and discount program (UADP). Kucera said staff revised the UADP eligibility from 100% to 200% of the federal poverty guideline after reviewing local socioeconomic data, to increase program reach. He gave annual income thresholds at 200% of poverty used for the draft program: $31,300 for a one-person household; $42,300 for a two-person household; $53,300 for a three-person household; and $64,300 for a four-person household.
Kucera said the rate materials and analysis are available in the council packet and on the city website. City Manager Toby Cotter and council members stressed that setting the hearing restores local rate-making authority and gives the public a chance to review and comment. The council adopted resolution number 2025R-32 to set the hearing and publish the notice of intent; the motion passed unanimously.
