Wayne County board approves TSBA policy packet but holds policy 5.11 for further study

The Wayne County Board of Education voted to adopt the bulk of a policy packet recommended by TSBA while deferring action on policy 5.11 for further study. The board approved the packet by voice vote after a motion by board member Martin and a second; members voted to exclude 5.11 from final adoption so staff could provide additional analysis.

Board staff described the disputed provision as a new clause allowing a district to pay an employee’s beneficiary for unused leave at the employee’s normal rate if the employee dies on the job. "I'm not totally against this," a staff member said, "however... if you have someone with 250 days or something like that, that's gonna be significant amount of money." The staff member recommended checking how other districts handle the provision and returning with recommendations, including whether any change should be retroactive to the start of the fiscal year.

The board discussed waiving a second reading for the rest of the packet; several members said they were comfortable approving the TSBA recommendations and waiving a second reading for those items. The motion that passed directed staff to gather more information on policy 5.11 and present that analysis at a future meeting.

Board chairperson called for the vote after the motion passed; members responded in favor and none voiced opposition on the record. The item will return to the board for follow-up analysis on policy 5.11 before the district adopts that particular provision.

The action covered a package of TSBA-recommended policy updates; the board did not adopt policy 5.11 and requested additional information on potential fiscal impact and peer-district practice.

A staff presentation and subsequent board discussion made clear the district intends to study how common large unused-leave payouts might be and what budgetary effect an adoption could have before deciding whether to make policy 5.11 final.
