Umatilla County commissioners on June 30 approved two budget transfers, authorized payment of $95,000 to cover a Public Works truck trade-in shortfall and approved agreements to recover a $100,000 legislative grant for a courthouse study during a brief administrative meeting in Room 130 of the Umatilla County Courthouse.
Robert Paul, chief financial officer for Umatilla County, presented two budget orders. "This is budget order 2025-89 for the victims conference program," Paul said, adding it requires "an increase in materials and services of $10,000." He described a second transfer for the community corrections program that would "require an increase in capital outlay of $5,000 and a decrease in contingency of $5,000." The board moved, seconded and approved both budget orders; the motions passed unanimously.
Tom Pills, public works director, told commissioners the county planned to trade in an older dump truck with a $95,000 trade-in value but the vehicle is not in condition to be traded. "The trade-in ... is not in condition to be traded in. So we are requesting to go ahead and pay Northwest Equipment the trade-in value of that truck at $95,000 so we can get the new truck in our fleet up and running," Pills said. Commissioners voted to authorize the payment; Pills said the payment will come from the department's equipment replacement line and that staff will adjust next year's ordering to account for the payment.
The board also approved two agreements to obtain reimbursement from the state for a courthouse feasibility study. "We attained financing through the legislature for a $100,000 to do a study for a potential new courthouse," a county staff member identified in the meeting as Doug said. That staff member said the study was completed some time ago and the agreements will allow the county to recover the awarded funds. A commissioner moved approval; the motion passed unanimously.
All formal motions recorded at the meeting passed without recorded opposition. The meeting lasted about six minutes and adjourned after the business items were completed.
