Council authorizes subcommittee to finish RFQP for police station renovation and approve final document before publication

The North Smithfield Town Council reviewed a draft request for qualifications and pricing (RFQ/P) for construction management at‑risk services for the police station/public safety renovation project and authorized a subcommittee to manage evaluations and sign off on the final RFQ/P prior to publication.
An ECC representative outlined a milestone schedule for the RFQ/P process, saying the town planned to advertise in the Boston Globe and Providence Journal and list the solicitation on BidNet. "So we wanna advertise this in both the Boston Globe and Providence Journal as well as BinNet," the ECC representative said. The schedule in the draft calls for advertising to start July 10, a mandatory site walkthrough and briefing on July 17, a deadline for RFIs on July 24, addenda issued August 1, proposals due August 22, a shortlist notification on September 9, interviews around September 15, and a recommendation for award to the council at a special meeting on September 22.
Councilors discussed whether the full council should serve on the evaluation panel or whether a smaller subcommittee should handle evaluations and present recommendations. Councilors noted state open‑meeting constraints that would require any group with more than two council members to meet as a public body. The council voted to appoint a subcommittee for the police station/public safety renovation project and to permit that subcommittee to make decisions during weekly meetings and return recommendations to the full council for final approval. The motion passed on a roll‑call vote.
Councilors then voted to allow that subcommittee to approve the final RFQ/P document prior to issuance or advertisement in the Providence Journal and Boston Globe; that motion also passed. Staff and ECC said they would finalize edits, coordinate advertising text with town staff and BidNet, and post the full solicitation and related documents to the town file share for review before publication.
ECC and project staff noted some schedule flexibility (approximately two weeks' slide in places) and said they would circulate a revised schedule and the final RFQ/P package to council members midweek for review. The subcommittee and project team will manage proposal evaluations, scoring, interviews and cost tabulations as described in the draft evaluation forms presented to the council.
