Developers seek annexation of 34-acre Fly Road parcel; board will send plan of services to planning commission

Applicants and their consultants presented an initial annexation submittal for a roughly 34-acre parcel at 2458 Fly Road, identified in the meeting as the “Casey Tract.” The applicants indicated the parcel is contiguous to the town boundary and within Nolensville’s urban growth boundary, and they proposed annexation under the town’s CD-2 (bridal character) zoning district.
Kelly Frank, the applicant’s representative, said materials in the packet show the parcel’s location relative to the town boundary and existing urban growth boundary. Ben Crenshaw of Southern Land Company also addressed the board and answered questions about concept illustrations; both said any final development plan would be subject to staff review and CD-2 zoning criteria.
Commissioners voiced general support for contiguous annexation in this corridor. One commissioner said it would be beneficial for the town to hold both sides of Fly Road to simplify roadway maintenance responsibilities. Staff confirmed the next step is to forward a recommended plan of services to the Planning Commission for formal review and recommendation; the Planning Commission’s recommendation will return to the board for formal consideration.
The board did not vote to annex at the meeting; staff and the developers agreed to proceed to the Planning Commission and return to the board with staff analysis and a plan of services later in the summer.
