Committee hears breakdown of $3 million OIA law-enforcement allocation; Saipan receives majority share

OMB representative Vicky Villegomis told the House Ways and Means committee that a recently announced $3 million law-enforcement allocation to the Commonwealth was taken from a larger award and is intended to fund multiple public-safety entities.
Villegomis said the $3 million is part of a larger award of roughly $8.1 million to the Commonwealth. She told the committee the law-enforcement portion was not limited to the Department of Public Safety but also covered defense and corrections and included allocations for the ABTC, the attorney general's office and customs.
Villegomis explained how the $3 million would be distributed among the senatorial districts: approximately 75% to Saipan and 12.5% each to Tinian and Rota. That distribution would translate to about $2.2 million for Saipan and roughly $375,000 for each of the other two islands under the allocation formula the administration described. Villegomis said the Commonwealth has not yet received the formal grant documents and allocations cannot be finalized until those documents are issued.
Committee members asked whether Tinian and Rota could access portions of the $3 million; Villegomis said the islands could be included if they submitted requests and the grant award was amended to break down allocations accordingly.
No formal action was taken; committee members said they would track the grant paperwork and any allocation amendments.
