Court sends Grapevine Park bathroom repair to bid, approves local contractors to operate Freeburn pool

Pike County fiscal court decided on June 16, 2025, to put repairs for a fire-damaged bathroom and storage building at Grapevine Park out to formal bid rather than approve a single contractor price. County staff presented a quote from Bailey Construction at $39,875, but the court voted to solicit competitive bids because the figure was close to the county’s $40,000 informal-purchase threshold.
“It's pretty close to 40. The other bid I have was over 40. This one is under 40. So if we want to put this, we actually don't have to bid it,” a commissioner said during discussion. After further discussion the court voted to put the job out for bid; roll-call votes were recorded in favor.
Separately, the court approved letting Tim Biliter and Adam Lane operate the Freeburn (Phelps) pool for the season. The pair have liability insurance through Biliter’s construction company and will provide proof and sign a county contract before operating. The court recorded a motion and roll‑call approval to permit them to run the pool; staff said lifeguards from last season had been contacted and health-department requirements had been discussed.
County staff said they want to open the pool promptly and will finalize the insurance and contract documentation. Regarding Grapevine Park repairs, staff will prepare a formal bid package and return to the court for contract award following the solicitation and procurement review.
