Fiscal court approves geotechnical and special-inspection contract for Greasy Creek Community Center

The Pike County fiscal court approved a contract with Solid Ground Consulting for geotechnical services and third‑party special inspections required by Kentucky building code enforcement for the Greasy Creek Community Center project.

County staff and the project representative explained the state requires both a geotechnical investigation and third-party special inspections. County counsel and project staff said the engineering firm initially quoted an $8,500 geotechnical investigation but negotiated that fee down to $6,500; special-inspection costs were estimated based on the number of visits (staff estimated 6–8 visits, putting special-inspection totals near $6,000 depending on the final scope).

At the meeting Kevin Gillum (project representative) explained the two-part proposal and county staff said the new requirement was not in place when the first community center was built. The court approved the contract on a roll-call vote: Commissioner Scott — yes; Commissioner Atkins — yes; Commissioner Lewis — yes; Judge Beth Jones — yes.

The county attorney noted that the state requires a third-party special inspection and that the fee structure reflects both the geotechnical report and inspection visits. County staff said they planned to advertise the construction bid immediately, and that the geotechnical work and special inspection services are prerequisites before advertising for construction.

Implementation steps include executing the contract with Solid Ground Consulting, scheduling the geotechnical investigation, and coordinating special-inspection visits with the contractor once construction begins.
