Commissioner Ted Terry introduced a walk-on request June 26 asking the board to place a 100-day moratorium on permitting or authorizing any new data centers or expansions of existing data centers in unincorporated DeKalb County, and asked that the moratorium be placed on the July 8 business meeting agenda for action.
"It's urgent," Terry said when proposing the item. County Attorney Welch explained planning staff had been developing new regulations for data centers and that a moratorium is sometimes used to preserve the status quo while ordinance changes are drafted. Welch said a moratorium had been requested because applications could arrive before the regulations are finalized.
Several commissioners objected to bypassing committee. Commissioner Marita Davis Johnson said she wanted the proposal to go to committee for discussion and asked the county attorney to explain the procedure. After discussion, the board assigned the item to the PECS (Planning, Economic and Community Services) committee for review; commissioners retained the option to take action at the July 8 meeting if they subsequently decide to do so.
No formal moratorium ordinance was adopted at the meeting. The procedural action on June 26 was an assignment of the walk-on to PECS so staff and the committee can review the proposed moratorium and the planning department's work on data-center regulations.
