Trevor Crane, director of Capital Improvement Programs (CIP), briefed council on June 25 about ongoing projects, staffing needs and the continuing Road to the Future pavement program.
Crane said CIP administers about $400 million in active capital construction, including recent completions and ongoing projects across streets ($53.6M completed last three years; $88.5M in progress), drainage ($8.3M completed; $61.3M in progress), water/wastewater ($49.3M completed; $73.6M in progress), parks and facilities. The department has grown its municipal‑drainage operations staffing from five employees in 2019 to 38 now and plans further equipment investments including a CCTV unit, hydrovac and a permanent MDU operations center at 720 North Main Street for heavy equipment and material storage.
Crane described programmatic goals: increase preventive maintenance, add building‑operations staff (six FTEs requested), add MDU field staff and invest in asset‑management software. CIP will continue utility relocations tied to TxDOT projects (SH114/Loop 12) and will look to support the city’s “Let’s Play Irving” recreation initiatives and major facility projects for fire, fleet and libraries.
Council discussion emphasized the scale of recent investment and the need for long‑term planning to avoid repeated street disruptions; members asked for multi‑year summaries showing dollars spent over the prior decade and how pavement projects interact with utility upsizing and drainage improvements.
Ending: Staff agreed to provide a longer historic funding and project summary and to bring back refined staffing and equipment requests during the budget process. No final council action was taken during the work session.
