Economic grants: Staff presented a façade grant of up to $25,000 and a sign grant up to $5,000 for a downtown property at 116 South O’Connor Road (tenant Southern Petals and Pours). Planning staff said the façade and sign grants are 100% reimbursable for eligible exterior work and that the tenant was financing interior improvements without city funds. The agreement includes a five‑year maintenance requirement; staff noted a conflict‑of‑interest waiver to acknowledge an indirect benefit to a city employee tenant but said the agreement is with the property owner.
Platting and private streets: Planning Director Jocelyn Murphy presented a preliminary/final plat (Fleming Villas addition) for 14 single‑family lots and two private streets off Fleming Avenue and State Highway 356. Because the development includes private streets, Planning and Zoning’s action required city council consideration. Staff confirmed private streets will not be maintained by the city and that restrictive covenants must be recorded for long‑term maintenance.
Zoning cases: Staff reviewed multiple rezonings on the agenda. The Music Factory zoning case adjusted existing site‑plan conditions to allow an interior expansion of a restaurant space previously permitted as a patio and added about 17 parking spaces. Two separate rezoning requests to add RAB (on‑premises alcohol) uses were recommended for approval by staff: one for 1900 Marketplace, Suite 110 (Spicora Indian Eatery) and another for a new Argentinian bakery at 3143 (new building) that seeks to occupy three tenant spaces and sell liquor for on‑premises consumption; staff said planning commission recommended approval and noted one public support comment and no opposition in that case.
Ending: Council members asked clarifying questions about grant matches, interior work versus grant‑eligible exterior work, private street maintenance responsibility and parking/variance conditions. Staff said conditions would include completion timelines and maintenance covenants; council did not record final votes in the work session portion.
