Board accepts Measures I/L and C/G citizens oversight committee reports and audits

The board accepted annual reports and audits from the Measures I/L and C/G Citizens’ Bond Oversight Committees (COC) at the June 25 meeting.
What staff reported: Van Pelt construction staff and the bond program manager reviewed the COC membership lists, a fiscal summary of expenditures and the independent fiscal and performance audits required under Proposition 39. For Measures C and G (the newer bonds), auditors reported no fiscal or performance findings for fiscal year 2023–24 and the COC commended district staff for compliance with bond language.
Measures I and L: staff reported a repeat audit finding for the Measures I/L committee related to committee term limits; auditors found some longstanding members had served more than the term limit described in the bylaws. Staff said they have adopted tracking and are actively recruiting new members; they said the ongoing work to close out older Measure I/L expenditures would allow members to transition and restart term limits on the newer bond committee.
Vote: Trustee Medina moved to accept the annual reports and audits; the board approved the item by roll call.
Why it matters: Acceptance of the COC annual reports is a required transparency step for bond programs under Proposition 39 and gives the board and the public an independent check on bond spending and program compliance.
Next steps: Staff said they will continue recruiting for committee membership and closing older bond accounts so the COC could focus on active Measure C/G work.
