County staff outline Envision 2045 comprehensive plan schedule and goals; public comment period closing July 18

Schedule and participation Melissa Shaw said the 60‑day review period closes July 18 and that the team would hold an open house in Tuba City (July 19 listed in materials) and a webinar on July 15. Staff noted that the Flagstaff city review calendar includes a citizen review session August 27 and two city public hearings September 10 and 24, with a City Council hearing tentatively October 9. County Planning & Zoning joint work sessions with the Board of Supervisors and commission were scheduled: joint work session August 26 (4 p.m.), planning commission public hearing September 24 and board work session October 7; a Board of Supervisors public hearing would follow in November for adoption, with the plan becoming effective 30 days after adoption.
Draft goals (high level) Shaw summarized the draft plan's goals across several sections: Rural Lifestyle (land use, transportation, resilient economies and housing), Diverse Communities and Services (community services and public safety, community character), and Stewards of the Natural Environment (watersheds, wildlife, forest health, soil, air quality and parks/trails). Staff reported the draft reduces the number of goals and policies from the existing plan (current plan: 66 goals and ~386 policies) to a more succinct draft (58 goals and ~179 policies at the time of presentation).
Why this matters Staff said the update is intended to align county goals and implementation strategies with current conditions and to provide a framework for subsequent zoning and subdivision decisions; commissioners asked for a follow‑up work session to review glossary terms and housing definitions used in the draft.
Next steps Staff will continue outreach, finalize the public hearing draft, and return for joint work sessions and public hearings as scheduled. Shaw and McNeely said staff are available for stakeholder meetings and indicated the plan would be effective about 30 days after adoption.
