Brownsburg council approves UDO text changes, surplus declaration and routine consent items; Auburn Ridge rezoning fails

The Town of Brownsburg Town Council on June 26 approved a set of routine and ordinance actions while rejecting one high-profile rezoning.
Ordinance 20-25-12, proposed amendments to the town’s Unified Development Ordinance, was approved on proposed third reading and final adoption after staff said the changes were technical corrections, additions to motorsports-district uses and cross-reference fixes. Scott Adams (town attorney/staff) summarized the updates and said there were no changes since the council’s last meeting; a council member moved to approve and the council voted by voice to adopt the ordinance.
The council also approved consent agenda items including minutes from the May 20, 2025 and June 12, 2025 regular meetings. The council approved the town and fire territory claims docket covering June 12–26, 2025 with total claims and payroll of $1,832,387.52. Those items passed on motions and voice votes with no recorded roll-call divisions in the transcript.
Resolution 20-25-11, a resolution declaring two obsolete police-department items as surplus property, was presented by clerk/treasurer staff. The council approved the surplus declaration by voice vote; staff said the items have no significant value and are obsolete.
Separately, the council considered Ordinance 20-25-10, a proposed rezone for Auburn Ridge West from AG to R2 by MI Homes. After extensive public comment and a developer presentation the council voted 3–2 to defeat that ordinance; a detailed account of that debate and outcome is reported separately.
