Council approves downtown electrical contract, traffic-signal agreement and other administrative items; votes at a glance

Joint powers agreement for traffic signal (40 Ninth South & 15 East) Public Works staff described a federal-aid project to install a traffic signal at the intersection of 40 Ninth South and South 15 East, for which construction funding of $1.5 million was authorized through federal aid. The city is responsible for a local match ($110,100) that will be split with Bonneville County under the proposed JPA; staff said design will proceed immediately and construction is scheduled for 2027. Council approved the JPA and authorized the mayor and city clerk to sign the agreement; the vote was recorded as carried.

Easement vacation Council approved an ordinance vacating a portion of an easement in the Chatham Division No. 1 (instrument number 835262) under suspension of the rules requiring three separate readings; the ordinance was read by title and adopted as presented.

Staff said that for larger contracts above $75,000 they will return to council with executed contracts and final amounts when required by city procurement rules. For the downtown alley work, staff said they will separate a bore across railroad tracks and seek alternative procurement to manage that risk before proceeding with that specific work item.
