Mayor Christopher Toby told the meeting that DA Building had presented a preliminary PUD concept to the Planning Commission on June 16 and that the commission had given contingent preliminary approval. "This is preliminary. It is not a final site approval," Toby said, adding that final council approval would be required under the city's PUD provisions and only after a negotiated project development agreement and additional public hearings.
That preliminary PUD imagines a five‑story residential building and is tied to a larger development partnership announced in January 2024. City Manager Gretchen Gamolka said the five‑story concept "will provide its own parking for residents and resident guests as well as currently as proposed a 130 for the public," and stressed the proposal remains contingent on a final negotiated development…
