Planning commission recommends approval for home jewelry studio at 9017 Hollywood Drive

The Prince George Planning Commission on June 26 voted unanimously to forward special exception SE-25-001 to the Board of Supervisors with a recommendation for approval. The request would permit a jewelry design studio as a home professional and trade office in an 18-by-26-foot accessory building at 9017 Hollywood Drive.
Staff recommended approval after finding the request consistent with the county comprehensive plan, surrounding zoning and land uses, and anticipated minimal off-site impacts. Staff noted the property is 7.82 acres, planned for agricultural use, and the principal use would remain a single-family dwelling. The building department advised the applicant must obtain a building permit for a change of occupancy if the special exception is granted.
Under the staff-recommended conditions that the commission approved, the studio would be limited to appointment-only customer visits between 8 a.m. and 5 p.m. on Tuesday, Thursday and Saturday; parking must be provided on-site using the existing driveway; no more than one nonresident employee may assist on-site; machining or other noise-producing work must be conducted inside the accessory building; and there shall be no more than one exterior business sign, no larger than six square feet, located on the accessory building.
The applicant who addressed the commission identified herself only as “the applicant” in the record and said she is a certified gemologist who has practiced silversmithing for about 10 years and has incorporated 3-D printing and casting into her work. "The main reason why I'm doing this is just to provide an outlet for the community," the applicant said.
Commissioners asked and staff confirmed that changes to the approved conditions — for example, any future change to the approved hours — would require returning to the Planning Commission and the Board of Supervisors to modify the special exception.
Motion to forward the request with the recommended conditions passed on a roll call vote of the seven commissioners present. The commission’s recommendation is advisory; the Board of Supervisors will hold a separate public hearing before taking final action.
