House passes bill making Home Preservation Grant Program permanent after sponsor cites pilot results

The House of Representatives on June 26, 2025, passed House Bill 16-50 to establish the Pennsylvania Home Preservation Grant Program as a permanent program.
Representative Powell, the bill sponsor, said the pilot repaired more than 2,600 homes but that more than 18,000 applicants remain on a wait list. "This program is for seniors whose roof is caving in, for the person with a disability who can't safely get in or out of their home," Powell said on the floor, urging passage. The sponsor said the bill strengthens partnerships with nonprofit repair providers and encourages braided funding to stretch state dollars.
The clerk recorded final passage with yeas 122 and nays 80. The bill passed the House finally and was presented to the Senate for concurrence.
