House Bill 16-27 passed final passage in the House of Representatives on June 26, 2025, to establish the cosmetology out-of-school training program as a permanent career and technical education offering.
Representative Kazim, the bill's sponsor, described the 2022 Act 55 pilot that allowed CTE students to complete portions of required instruction in salons and barbershops and said the program improved students' readiness for careers in the beauty industry. "By allowing these real world experiences, it not only gives these students a real sense of these industries, but it better prepares them after graduation for their careers," Kazim said on the floor.
The clerk recorded final passage with yeas 195 and nays 7. The bill, having passed the House finally, was returned to the Senate for concurrence.
