Albany County committee approves pay increases for 11 Department of Health positions

An Albany County committee on June 25 approved a collective bargaining agreement with the Civil Service Employees Association (CSEA) Local 1000, Department of Health Local 1, that increases pay for 11 Department of Health positions and adds those positions to the bargaining-unit schedule.
Mary Beth Miller, a representative of the Albany County Department of Health, told the committee the department has struggled for several years to hire registered nurses and public health nurses and proposed increasing salaries for nursing titles and community health workers. “We’ve struggled, for a couple of years now to hire registered nurses and public health nurses, and we, would like to increase the salaries and enter into the agreement with the union to be allowed to do so,” Miller said.
Miller said the department has identified state Article 6 aid as the funding source for the increases and described the change as not requiring additional county funding. Committee members asked how the department’s proposed pay compares with state salaries; Miller said she could provide a comparison for nursing titles and that community health worker counts at the state level were limited and would need checking. The paperwork discussed during the meeting listed an original appropriation of $318,000 and, with the amendment discussed, a total of $321,180, according to remarks in the meeting.
A committee member noted the department’s community health workers had represented the department at a local family event; Miller acknowledged the compliment. After questions, a member moved to approve the agreement and amendment and another member seconded. The chair called for the vote; the committee voted in favor and the motion passed. The meeting record contained no roll-call tally naming individual yes or no votes.
The action approves both the CSEA collective bargaining agreement covering nursing titles and community health workers and an amendment to the 2025 Albany County Department of Health budget to reflect the additional appropriation. The committee then adjourned.
