House passes bill to make barber out-of-school training a permanent CTE offering

The House of Representatives on June 26, 2025, passed House Bill 16-26 to establish the barber out-of-school training program as a permanent career and technical education offering.
Representative Guzman, the bill sponsor, told colleagues that in his district more than 90% of students are economically disadvantaged and that the barber training program provides a licensed skill and a direct path to employment after graduation. "This isn't just a class, it's a lifeline," Guzman said on the floor, urging members to vote yes.
The clerk recorded final passage with yeas 197 and nays 5. The bill had been considered on three different days and, having passed the House finally, the clerk returned the bill to the Senate for concurrence.
