A Chandler resident raised safety and enforcement concerns about e-bikes operating on the city canal and asked the council to make available city guidance on where e-bikes are lawful.
Brook Beal of 85 West Teakwood Place told the council he has repeatedly reported the same person riding an electric bike along the canal between 03:53 and 03:57 on multiple days and that he had not been able to find records of the city’s reported verbal warnings in the online request-for-service system. "Safe is not the same as lucky," Beal said when recounting safety concerns about canal use.
Beal said he reported the activity to the non-emergency number on June 19, 20, 21, 23, 25 and 26 and asked for the city attorney's written guidance on where e-bikes are allowed within the city — on streets, sidewalks, parks and other public spaces. In public comment he said the city attorney had told him she would make that report available to the council and to Beal once complete. The council did not take a formal action on the item during the meeting.
The transcript records Beal’s request for a copy of the city attorney’s forthcoming report; no deadline was set in the meeting. City staff and the police chief were mentioned during the comment but did not respond with new public detail on enforcement or a timeline for publishing guidance during the meeting.
