Council approves ST2405.401 contract with ELS Construction for Phase 1 turf-to-xeriscape work

City staff told the council that, following feedback from residents near one basin (site referenced as 418B), staff and the contractor reached a compromise that restores the equivalent of about 2,500 square feet of turf — described in staff remarks as roughly equal to two 40-foot-diameter circular turf areas — in the bottom of that basin. Staff said they contacted six residents who had raised concerns and that those residents accepted the compromise.
"We did actually come up with a compromise based on 418B that we felt met the needs of and the intent of the project, but also met the concerns of the residents in that nearby area," a city staff member said. The staff member added that the actual shape of the retained turf will be irregular to suit landscaping needs and that basin design concepts will be posted on Chandler’s website.
Staff also said the overall program still removes about 110,000 square feet of turf citywide as part of the transition to more drought-resistant landscaping. Council members asked that staff share design drawings with nearby residents and continue outreach so neighbors understand changes to longtime green-belt areas.
Mayor Hartke moved to approve item 32, the construction agreement number ST2405.401 with ELS Construction; Vice Mayor Ellis seconded. The motion carried unanimously.
The vote recorded in the meeting was unanimous; no dollar amount for the contract was specified in the meeting transcript. Council members asked staff to continue community outreach and to share finalized designs with adjacent residents prior to construction.
