Supervisors approve revised deputy CAO job spec to split HR/risk and county budget duties

The San Benito County Board of Supervisors on June 26 approved a revised job specification for the deputy county administrative officer that creates a clear split between human resources and risk management duties and county budget responsibilities.
Penny Ring, county administration staff, told the board the job specification had not been updated since October 2018 and that the change would make “a clear distinction between the 2 divisions” overseen by the county administrative office to support recruitment and operational efficiency. Ring also recommended adding county-specific budgeting experience as a desirable qualification and identifying a certified public accountant license as preferred. She asked the board to approve allocation of one full-time equivalent position to support the CAO/budget function to enable immediate recruitment.
Supervisor Curl and other board members discussed the history of centralized administration work and stewardship of departmental analysts, and several supervisors emphasized that the change was intended to rebalance support to departments rather than expand overall headcount. County counsel said contract administration work should remain an oversight function for counsel and not be the primary administrator, and Supervisor Crowe successfully proposed adding contract management language to the job specification.
The board approved the revised job specification, including the Crowe amendment and the staff-proposed desirable qualifications and FTE allocation, in a roll-call vote recorded as 5-0.
The revision does not change the minimum qualifications, staff said, but is intended to clarify duties so future recruitments target candidates with county budgeting experience when filling the deputy CAO (budget) role.
The board did not adopt additional policy changes beyond the job description language; the item was limited to the job specification and associated allocation.
The board moved next to the continuation of the budget hearing.
