Commissioner Hopkins moved to change full-commission meetings to 5 p.m. year-round; the amendment was seconded. After extended discussion that cited attendance for working residents, committee alignment and access for employees, the amendment failed on a recorded vote of 12–9. The clerk noted a two-thirds threshold would be required for a permanent rule change of that kind.
Commissioners said the split schedule had been adopted originally to balance availability for people who work day shifts with those who work other schedules. Supporters of a 9 a.m. year-round schedule argued it better aligns with committee meetings (which are held at 9 a.m.) and improves staff and employee participation. Supporters of 5 p.m. said evening meetings increase public accessibility for people who work regular daytime hours.
After the votes and discussion, the commission left the existing seasonal split in place (spring/summer meetings in the evening; fall/winter meetings in the morning). No final 2/3 rule change was adopted at the meeting.
The discussion was procedural but drew sustained debate about public access, commission recruitment and staff convenience.
