Housing department warns of HUD funding shortfall while commission extends vendor contract

After further review and work with HUD shortfall teams and the department's contractor, staff said the estimate had been revised and the current working shortfall estimate is approximately $45 million. Cogan said HUD shortfall estimates are based on extrapolations from prior-year usage and are subject to change; he said HUD's shortfall team is engaged and the department is pursuing cost-savings and additional funding.
The board extended the contract for one year to allow an orderly transition; staff said the county already is running a new procurement and expects responses this month. "We will be providing updates," Cogan told commissioners after several asked for regular briefings. Commissioners expressed concern about the communication timeline and asked for committee-level briefings on the shortfall and mitigation steps.
During public comment on related agenda items, speakers reiterated concerns about demand for affordable housing and the public cost of shortfalls. Administration staff said project-based vouchers and other program options are being pursued to preserve housing supports for current residents.
