The mayor’s memorandum asked the trust to recommend Board of County Commissioners approval of a first amendment to an interlocal agreement to reimburse GMX for construction costs and to authorize Charter County Transportation Surtax bond funds for the payment. Several trust members objected to the timing; the mayor’s memo was distributed days before the meeting and members said they had limited time to review an item that increases the county's anticipated People’s Transportation Plan (PTP) share from the originally cited $5,000,000 to a substantially higher county contribution.
Initial motions to approve the item failed on voice vote and a subsequent roll call showed a narrow split. After discussion, the trust adopted a motion recommending against the mayor’s request. On a roll call for the recommending‑against motion, the final recorded votes were: Kenneth Kilpatrick — Yes; David Marron — Yes; Robert Ruano — Yes; Peggy Bell — Yes; Omar Bradford — No; Meg Daley — No; Robert Wilfarth — No. The trust’s negative recommendation will be recorded in the item forwarded to the Board of County Commissioners.
Why it mattered: Members who opposed the reimbursement stressed transparency and adequate review time for large allocations of surtax funds. Members who supported payment argued GMX had carried the project and deserved reimbursement but several said they did not have time to fully vet the memo and cost breakdowns before voting.
