Council staff: no change to millage rate but required ad increase will be advertised

City staff told the Finance Committee that for the fiscal-year 2026 ad valorem tax levies the millage rate proposed for adoption is unchanged from the prior year, but the city must advertise what it called an “increase” under state public-notice rules because assessed value and projected revenue will be higher.
Staff said the city will publish the required notice and hold two public hearings — July 2 at 9 a.m. and 6 p.m. in Council Chambers — and a second hearing on July 9 at 9 a.m., to satisfy the state’s procedural requirements ahead of the July 9 evening council meeting. Committee members confirmed the general-fund millage equals the earlier rollback estimate and asked whether “additional language” was required in the notice; staff said it was not.
The committee voted to move the ordinance for final adoption to the full council meeting on Wednesday, July 9, without a committee recommendation.
Separately the committee handled a related item under the city charter: the Marietta School Board’s millage rate. Staff said the school board will conduct its hearings and submit a recommendation; the committee moved the school-millage item forward to the July 9 council meeting without recommendation.
