Councilwoman Walters registered opposition, citing concern about "the alarming number of positions that are coming through exempt from civil service." The council approved item 21 on a roll-call vote recorded as 11 ayes, 1 no. Supporters said the appointments were needed to staff departments during implementation of major programs; opponents cautioned about eroding civil-service protections.
Both motions passed on the council floor, with the council recording the votes as noted. The items will allow the mayor's office and the departments to appoint the named individuals under the exemptions approved.
