The Provo Planning Commission on June 25 approved a project plan for a 32-unit townhome development at 1122 South 900 East in the MDR (medium-density residential) zone, subject to final plat approval and recorded deed restrictions.
City staff said the project matches an earlier approved concept plan and the rezone the city council approved earlier this year. The project includes 32 three-level, three-bedroom townhome units with a playground and two picnic/barbecue amenity areas. Dustin (staff presenter) told commissioners the development meets height and landscaping standards and is within the 45-foot height limit.
The development agreement requires recorded CC&Rs and a deed restriction that limits rentals: the HOA covenant will cap rentals so that no more than 35% of units may be rented at any given time, and short-term rental (less than 12 months) is prohibited. Staff and the applicant emphasized those constraints would be recorded with property sales.
Applicant representative Matt Christiansen of Focus Engineering told the commission the team worked with staff on utilities, parking and landscaping. He said the project provides 73 parking stalls where the code required 72, and that the design includes three amenity spaces and a playground to meet open‑space requirements.
One nearby resident, Brett, spoke in public comment and urged attention to existing neighborhood parking congestion, saying street parking is frequently packed and that adding new units could worsen neighborhood parking problems. Commissioners acknowledged the neighborhood’s parking concerns but said the project meets current parking code; the city agreed to have parking enforcement check the area.
After discussion the commission approved the project plan unanimously. The approval requires that the final plat and the CC&Rs and deed restriction required by the development agreement be recorded before final approval of the project.
