Committee advances bill to extend prepaid mobile surcharge collection for local governments

Assemblymember Rogers told the Senate Committee on Tax and Revenue that AB 330 would extend the sunset date for the local prepaid mobile telephony collection act to Jan. 1, 2031, preserving local collection of an approximately 80‑cent surcharge on prepaid wireless purchases.
Ben Trimble of the League of California Cities and Amy Jenkins of MuniServices testified in support, saying the surcharge helps cities fund services such as public safety and road repair. Trimble said more than 100 cities would lose the ability to collect those locally imposed revenues if the law lapsed.
Supporters described the bill as a straightforward, cost‑neutral extension that maintains an existing collection mechanism without changing rates. Multiple city representatives—Sharon Gonzalez (El Cerrito and Redwood City), Karen Lang (Santa Monica), Kiara Ross (Burbank and Glendale) and others—registered their support during the hearing.
No opposition witnesses appeared. The committee voted to pass AB 330 to the committee on appropriations; recorded votes during the hearing show a 4–0 tally in favor when the final roll was called.
If enacted, the extension would allow local governments to continue collecting the surcharge that contributes to voter‑approved local revenue streams; witnesses said the revenue has declined over time but remains important for municipal budgets.
