Ways and Means committee approves multiple budget reallocations; two settlement items approved in closed session

The Wayne County Commission Committee on Ways and Means moved and approved multiple budget adjustments, revenue certifications and related items at its meeting. The committee approved agenda items 1 through 13 as moved by Commissioner Beydoun and supported by Commissioner Anderson, with one exception: item number 6 was passed for the day because no one was present to answer operational questions on that specific item.
During committee consideration, commissioners separately approved a funding request to provide a Gibraltar community entity funds to purchase a weed harvester (a specialized aquatic weed-removal machine). That funding request was moved by Commissioner Anderson, supported by Commissioner Beydoun, and approved on the record.
The committee also certified a Justice Assistance Grant (JAG) of $1.2 million into the law-enforcement fund (agenda item 7), with an 18% administration fee (~$230,000) retained by the county.
Committee members voted to go into closed session under attorney-client privilege to discuss settlement matters listed as agenda items 14 and 15 (including a settlement involving library penal fines for Hamtramck Public Library). After closed session, the committee approved the recommended settlements; the closed-session discussion was invoked under a written client-attorney memorandum that the body cited as the FOIA exception for closed deliberation.
Other items on the agenda included multiple budget reallocations within the juvenile justice abuse-and-neglect fund and general-fund revenue certifications; several of these were advanced to the full commission with requests for additional detail where staff could not answer questions at the committee meeting.
