He said the local animal‑welfare organization has been “inundated” with animals and, while it continues to support spay‑neuter vouchers and other community programs, the organization needs an operational realignment so it can continue its volunteer‑based adoption and foster work.
County staff described a hybrid model that leverages the county’s capacity to manage large, operational flows while preserving Sammy’s Friends’ strengths in recruiting fosters, running adoption programs, and coordinating volunteers. The board approved amendment number 1: a three‑month contract extension totaling $296,316 to keep shelter services uninterrupted while staff develops a budget, staffing plan and a proposed wrap‑around service agreement for board consideration.
Supervisors and Sammy’s Friends leadership emphasized that community spay‑neuter programs and increased local access to low‑cost veterinary care are needed to address the higher intake rates. The county also acknowledged that the existing shelter facility is aged and that long‑term improvements — including a potential new shelter — would affect operations and costs.
