The Hayward City Council on June 24 moved through multiple consent calendar and assessment items with little debate and recorded the following outcomes.
Consent calendar and amendments: The council approved the consent calendar, incorporating staff amendments to two items (an amendment to an attachment on item 5 and an amendment to item 7 clarifying interim authorization as of July 1). The consent calendar passed by roll call vote 6–0 (one councilmember absent).
Assessment and maintenance districts: The council held hearings and adopted resolutions to approve final engineers’ reports, confirm assessment diagrams and levy and collect assessments for several district zones and maintenance districts for fiscal year 2025–26. Items approved included: - Consolidated Landscaping and Lighting Assessment District No. 96‑1, Zones 1–18 (final engineer’s report, maximum base assessment reconfirmation and levy order) — approved 6–0. - Maintenance District No. 1 (storm drainage pumping station and conduit for Pacheco Way, Stratford Road and Roost Lane) — approved 6–0. - Maintenance District No. 2 (Eden Shores stormwater and facilities) — approved 6–0.
Youth Commission appointments: The council confirmed the appointment and reappointment of Hayward Youth Commission members (32-member commission: 21 voting members and 11 alternates) following a recruitment and interview process; the measure passed by voice vote 6–0. New and continuing commissioners were sworn in during the meeting.
Other motions: The council approved a citywide community workforce agreement (CWA) and received public comment in support from local building trades unions. The council also heard several public comments on community issues, including requests for enforcement/action on a tree-ordinance enforcement matter and repeated vandalism and fires in a neighborhood; staff said they would forward citizen concerns to appropriate departments for follow-up.
