Planning Board approves revised 506 South Street condominium plan after reductions

The Quincy Planning Board on June 25 voted to approve the site plan review recommendation and parking waiver for the revised proposal at 506 South Street (case 2025-08) after the applicant reduced unit count and reconfigured parking and landscaping.
Attorney Edward Fleming, representing South Street Assets LLC, and architect Brian Donahue described changes made after earlier hearings: the project was reduced from 21 to 18 units by removing a rear quadrant of the building, lowering building square footage by roughly 1,600 square feet, and enlarging outdoor amenity space. Donahue said the team also reconfigured parking (from 35 to 33 spaces, with 21 spaces in a garage) and doubled the trash room size to 110 square feet.
Public commenters raised concerns about density and parking. Jack Mayo, a nearby resident, described the site as “too congested” for a building of that size and urged the board to consider neighborhood quality of life. Ward 2 City Councilor Richard Ash said he had organized community meetings and suggested more parking or fewer units; he also asked whether the units would be sold as condominiums and whether a parking waiver would be sought at the ZBA. Attorney Fleming said the units will be condominiums and that the applicant will not seek a separate waiver at the Zoning Board of Appeals.
Fleming and the project team said traffic and parking were analyzed by the applicant’s traffic consultant and a city peer reviewer, who found parking adequate. Fleming said the applicants hope to market some units below prevailing market levels and that the reduced design enables below-market pricing.
The Department recommended approval of site plan review under Quincy Zoning Ordinance Title 17, Section 9.5.1 and a special permit for a parking waiver under Section 5.1.17, with a slate of standard conditions addressing public works inspections, stormwater and erosion-control measures, asbestos surveys, rodent and dust control plans, tree ordinance compliance, monumentation, AutoCAD as-built files, and other preconstruction and occupancy requirements.
A motion to approve the department recommendation passed by voice vote.
