Board moves to fast‑track mathematics coaching endorsement; adopts emergency rule

The Alabama State Board of Education voted June 13 to announce its intent to adopt and to adopt on an emergency basis Alabama Administrative Code Rule 290-3-3-.062, which sets standards for a mathematics coaching endorsement linked to the Alabama Numeracy Act.
State Superintendent Doctor Mackey told the board the endorsement is meant to give colleges a pathway to offer a coaching certification — and potentially to build that work into a master’s‑level program — to support K–6 numeracy work. He described the board action as the first of several steps: announcing standards, allowing institutions to apply to the department to offer the endorsement, and then reviewing proposed programs before authorizing any college to confer the credential.
‘‘What we’re doing today is announcing the intent to set the standards for what that course would look like,’’ Doctor Mackey said. He said the department also planned an emergency rule so institutions would know the standard is in place and could respond quickly; the emergency status will last 120 days unless the board makes the rule permanent.
The board’s move to an emergency rule is intended to allow institutions time to seek approval and, if approved, to begin offering programs in the 2025–26 academic year. Doctor Mackey said the department has received positive feedback from institutions and expected applications from colleges that want to offer the endorsement.
The board recorded a unanimous vote to announce intent and to adopt the emergency rule. The department will bring institution‑specific approvals back to the board for review and final authorization.
