Commission reviews TOD overlay draft; staff flags need for clear definitions

Staff said a property owner submitted a four‑page draft and that commission and council input focused on the paper overlay and the definitions that will be added to the zoning ordinance. Jerome Skrinkowski noted the need to show where new TOD provisions would slot into the existing zoning code and to provide the corresponding section numbers.
Why it matters: a TOD overlay modifies the allowable uses, densities or design standards near transit corridors and can change development expectations downtown and around transit nodes.
Next steps: staff will continue to coordinate with the applicant and return a revised draft that includes definitions and code cross‑references for commission review. No ordinance or map changes were adopted at the workshop.
