Board confirms police accountability and charging-committee appointments

The Washington County Board of Commissioners approved several personnel appointments to local oversight bodies for law enforcement.
Deputy County Attorney Rosalinda Pascual asked the board to appoint Doug Mullendore to fill a vacancy on the Washington County Administrative Charging Committee following a resignation; the three-year term runs through Aug. 31, 2026. Pascual said the committee, created under ORD 20-22-10 (Washington County Police Accountability Ordinance), reviews investigatory files of police misconduct complaints and determines whether to administratively charge officers.
Pascual also presented a motion to reappoint Steve McCarty to a second full three-year term on the Washington County Police Accountability Board from July 1, 2025, through June 30, 2028, and to appoint current member Amber Hill Smart as the PAB chair for the remainder of her term ending Aug. 31, 2026. Pascual noted the PAB is required by the Maryland Police Accountability Act of 2021 and meets quarterly to make policy recommendations and perform other responsibilities set out in ORD 20-22-10. The board approved the appointments by voice vote.
Both motions passed with commissioners saying "aye."
