The City of Reading Planning Commission on Tuesday tabled the Reading Parking Authority's land development plan for 905 Green Street after staff told the commission technical issues remain and no applicant representative attended the hearing.
Jerome, a planning staff reviewer, told the commission the application was submitted as a preliminary/final plan covering 13,585 square feet across seven parcels to be annexed together. Jerome said zoning hearing board variances and plan notes did not fully align, and listed outstanding items including site accessibility, parking and loading, sight‑distance concerns that require coordination with Public Works, replacement of failing curb and sidewalks at Green Street and North Ninth Street, arborist comments on landscaping, a lighting‑intensity note, fire/rescue review, stormwater and erosion-and-sediment control approvals, and utility abandonment where old residential services no longer apply. He said the plan will require a small improvements agreement and a stormwater management agreement.
Public Works staff and Jerome advised the commission a technical meeting was necessary to resolve outstanding items and that any work crossing the state highway on North Ninth Street will require a Highway Occupancy Permit (HOP). No representative appeared for the applicant during the hearing. Because the applicant was not present to respond and Public Works and planning staff recommended more technical coordination, Chairman Wayne Beeler called for a motion to table. The commission voted unanimously to table the item and directed staff to schedule a technical meeting and notify the applicant that an HOP will be required.
The tabling means the Parking Authority will return with a representative and responses to agency comments; the commission did not grant plan approval or any waivers at the meeting.
Plans for the 905 Green Street parcel will remain on the commission's docket until the technical issues, including the HOP requirement, site‑distance resolution, and alignment between the zoning hearing board decisions and plan notes, are resolved.
