Committee members described the change as a trial basis for several years and cited favorable safety records where similar programs had been run. A committee speaker said the measure had increased hunter recruitment and retention in areas where it was trialed and argued it could help manage deer populations; committee members noted local deer-per-square-mile figures and traffic-safety concerns in discussion.
