The Sparks City Council on July 6 adopted an ordinance (Bill 2836) amending municipal code provisions that previously required council approval for the city manager to reorganize departments or move budgeted positions. The ordinance also updates city purchasing authority language to align with current Nevada Revised Statutes regarding public bidding thresholds.
Acting Chief Assistant City Attorney Jessica Coerley presented the ordinance, saying the city charter already grants the city manager broad administrative authority, but portions of the municipal code had required council approval for reorganizations and appointment changes. The ordinance authorizes the city manager to change position titles or move budgeted positions within the council-approved complement without returning to council, consistent with the city charter and the budget process. The ordinance also modifies purchasing language to consider annual contract amounts, consistent with NRS 332.6065.
No public speakers addressed the item; the council opened and closed the public hearing and adopted the ordinance by unanimous vote. Staff said the change is intended to reduce agenda workload and allow the manager to respond more nimbly to operational needs while the council retains authority through the budget and overall complement.
