Council suspends outdoor-dining encroachment fees for Victorian Square to support downtown businesses

The Sparks City Council unanimously adopted Resolution 3466 on July 6 to suspend the annual fees associated with outdoor-dining and encroachment permits for businesses in Victorian Square. Staff recommended the temporary suspension to support downtown businesses and to simplify permitting for seasonal sidewalk and street uses.
Community Services Director Jim Rundle briefed the council on the history of fee waivers: the council waived the fee during COVID, later adopted a 50% reduction, and reinstated full fees in 2023. Staff told the council approximately 14 businesses currently apply for outdoor-dining permits; the application helps staff delineate outdoor spaces for safety and enforcement. Staff said applications already submitted would be refunded if the council approves the suspension and that staff would proactively reach out to businesses that may wish to apply.
Council members said the action aligns with recent council efforts to revitalize downtown, citing the city’s summer events program and plans to temporarily close Victorian Square for events between July and October. Member Abbott moved and Member Bivy (Bybee) seconded the motion to approve Resolution 3466; the motion passed unanimously.
