Council authorizes temporary outdoor dining and liquor service for Matunock Oyster Bar after fire

The council voted June 23 to authorize 629 Secotash LLC (Matunock Oyster Bar) to operate temporary outdoor dining and liquor service at 650 Secotash Road under the new state law that allows a temporary relocation while a restaurant rebuilds.
Attorney Richard Beretta represented owner Perry Raso and said the adoption of recent state legislation allowed the marina parking lot to serve as a temporary customer area while the restaurant is reconstructed. Raso described a site plan prepared by St. Jean Engineering that showed managed parking in the marina lot, marked spaces, valet operations and a combination of food‑truck style service, containerized bar equipment and recovered interior raw‑bar fixtures that will form a temporary dining footprint.
Council members asked how marina slip holders and dock users would access slips during the temporary operation; Raso said the plan reserves marina parking for slip holders and that valet and signage would be used to manage customer traffic. Raso said health department sign‑offs were in progress and that he expected final DOH approval and inspections the following week.
Councilor comment praised the owner’s effort to restore operations after the building fire and asked the manager and building‑inspector to monitor operations; one councilor suggested staff report back monthly while the temporary layout is in place. The council approved the resolution authorizing temporary outdoor dining and liquor service, and separately approved related local permit benefits to implement the temporary plan.
