Sheriff outlines stepped enforcement plan for illegal fireworks ahead of July 4

Vista’s sheriff representatives briefed the council on a consolidated operational plan to respond to illegal fireworks and explosions during the July 4 period, emphasizing a task‑force approach to compensate for heavy patrol demand on the holiday.

Captain Malin and traffic staff explained that patrol deputies are heavily tasked on July 4 with collisions, disturbances and other higher‑priority calls, which can deprioritize firework disturbance calls. To address that, the sheriff’s office will deploy a specific response configuration: marked and unmarked cars plus a contingent of seven deputies and a sergeant tied to the city’s official fireworks event who will remain on patrol after the event to address hot spots. Staff will also use a drone unit to provide a bird’s‑eye view, and analysts will assist with resident complaint vetting and plate checks.

Captain Malin said the strategy aims to reduce the typical “wild‑goose chase” pattern where callers can’t reliably identify locations and vehicle descriptions because groups set off fireworks from moving vehicles and then drive away. The captain added that if deputies locate evidence of an explosion rather than a small firework, the county bomb/arson and fire investigators would be engaged.

Councilmembers asked about technological options including acoustic gunshot‑detection systems (ShotSpotter) and license‑plate readers; sheriff staff noted ShotSpotter can distinguish firearm shots from explosions and provide geolocation data but that investigations would continue to rely on follow‑up evidence and coordination with fire investigators for explosive devices.

Council members thanked staff and veteran community members called for additional enforcement, particularly to reduce trauma among veterans and animals during the holiday.
