The Vista City Council unanimously approved a tentative four‑year agreement with the Vista Firefighters Association (VFFA), a personnel action the council took as a consent item after a presentation from VFFA negotiators and city staff.
Michael Saldana spoke on behalf of the VFFA and thanked negotiators and staff, including assistant city manager Imelda Huerta, HR Director Natalie Jacobs and Assistant City Attorney Beverly Rojas, for a collaborative process. “On behalf of president Frank Wirtz, as well as our entire negotiations team, I would like to take this moment to express our sincerest appreciation,” Saldana told the council.
City leaders said the agreement was notable because negotiations were completed without an external negotiator, and the council agreed the four‑year term helps both employees and the city plan for compensation and workforce stability. Councilmembers described the negotiations as cooperative and praised staff and union leadership for the outcome.
Councilmember O’Donnell moved approval of the consent item; the motion passed unanimously.
